Sounds like you have more than 1 problem here. Try asking your hosts for assistance with the permissions problem as I suspect this is will take a little more than just playing with folder permissions.
With regard to your general display issues, can you replicate the problems using the default Twenty Fourteen theme with all plugins deactivated?
